Haydar YALCIN

Haydar YALCIN was born in Ankara in 1965. After he has graduated from the Department of Aerospace Engineering of METU in 1988, he started to work as an Engineer at the Directorate General of Civil Aviation in 1989.
 

After he served as a Safety and Airworthiness Inspector, he served as the Maintenance and Airworthiness Branch Director and the Head of Flight Standards Department, respectively, and he has been serving as a Deputy Director General since 2004.

 
He has carried out works for many subjects in relation to the aviation safety within the last 25 years, and he has assumed significant duties at many safety- and security-related programs, which have been conducted at international organizations such as ICAO, ECAC and Eurocontrol, to which our country is a member, and he also has played an active role in the process of implementation of such programs in our country.
 
He played an active role among the founders in the process of implementation of SAFA program, initiated to be implemented in Europe in 1996, and he served as the first SAFA National Coordinator of our country.
 
Besides, he currently serves as the National Coordinator of Universal Safety Oversight Audit Program (USOAP), which is maintained in line with the Continuous Monitoring Approach (CMA) within the organization of ICAO, and he carries out the actions in relation to establishment of Safety Management System (SMS) and preparation of State Safety Program (SSP) in order to ensure compliance with Annex 19.
 

Mr. Yalcin, who currently holds the office of Chairman of Provisional Committee (PC) of Eurocontrol, of Deputy Chairman of Regional Aviation Safety Group (RASG-EUR) of Paris and North Atlantic Offices of ICAO, and who is the Member of Board of Governors of Flight Safety Foundation (FSF), has an advanced level of English knowledge.

 
He currently serves as the Deputy Director General, in charge of “Flight Operations Department” and “Air Navigational Department”, “Acting Head of Rulemaking and Training Department,” ICAO and EUROCONTROL.
