The duties of the Flight Operations Department are carried out within the organization of 3 Directorates and 2 Coordination Offices. These are as follows;

The duties of Flight Operations Department are as follows:
To regulate the principles and requirements for the permits, licenses and any other authorizations to be granted to the natural and legal persons, intending to engage in aviation activities other than the maintenance, repair, design, manufacturing and airworthiness, in compliance with the international standards, to grant the required permits, to audit the activities of such operators, to renew, suspend or cancel, if and when so required, the authorities of such operators, and to keep the records of the practices carried out for such purposes;
To promulgate the regulations constituting the basis for any and all processes regarding license and certificate of the personnel serving in any services other than the air traffic services, as well as any and all processes for maintenance, repair, design and manufacturing, requiring certificate of competence, in the field of civil aviation, to issue, approve, renew, suspend or cancel, if and when so required, the documents, and to keep records accordingly;
To set the standards of the trainings, which require the certificate of competence, and which are needed to be received by the personnel, as well as the standards of medical conditions, to authorize the training organizations to train such personnel and the medical institutions and physicians to examine such personnel, to suspend or cancel such authority, if and when so required, to supervise the compliance of the practices with the international standards, and to keep records accordingly;
To supervise the conduct of any kinds of activities of civil aviation operators and any systems, facilities, equipment and documents used by the same in such activities, under the scope of the procedures and principles specified through the legislation, in compliance with the international civil aviation standards;
To inspect any domestic and foreign registered aircraft, using the airports open for civil aviation traffic, and crew of such aircraft in accordance with the international regulations in order to ensure flight safety, to take any required measures, and to impose sanctions;
To determine the requirements for performance of operations by any and all civil aircraft, registered in the Turkish civil aircraft registry, within the organization of the operators, authorized by any other country, being a member to the International Civil Aviation Organization, in compliance with the Convention on International Civil Aviation, to determine the operational responsibilities with the relevant country, to delegation the authority or to take over the authority, to inspect the same, to impose sanctions, to keep records, and to determine the requirements for performance of operations by any and all civil aircraft, registered in any other country, being a member to the International Civil Aviation Organization, within the organization of the operators, authorized by the Directorate General in Turkey, in compliance with the Convention on International Civil Aviation, to determine the operational responsibilities with the relevant country, to delegate the authority or to take over the authority, to supervise the same, to impose sanctions, and to keep records;
To determine the procedures and principles in relation to obtainment of certificate by the personnel to obtain certificate of competence regarding the matters falling under the scope of the field of her/his duties, and to ensure conduct of the same;
To determine the training principles of the organizations, which train the personnel to obtain the certificate of competence regarding the matters falling under the scope of the field of her/his duties, to license and inspect the same, and to keep records accordingly;
To promulgate the regulations in relation to the flight duty times and working conditions of the flight crew members, and to supervise the practices in relation thereto;
To determine the organizations, which will be authorized to carry out the theoretical and practical exams or to have the same carried out in respect of granting the certificate of competence regarding the matters falling under the scope of the field of her/his duties and responsibilities as well as of renewing the same, and to inspect the compliance thereof;
To take any required measures in order not to perform any duties in relation to the flight operations or services while under the influence of alcohol, drugs or any other stimulants;
To inspect the air operators, or to have the same inspected in respect of the compliance of such operators with the requirements specified in relation to the organizational structure, financial structure and personnel structure;
To conduct the secretarial services of the investigation committee to be established in order to grant the air operator's certificate to the air operators;
To keep the records of the registration mark identifying the nationality of a civil aircraft, to carry out the processes for registration in Turkish Civil Aircraft Registry and to issue the certificate of registration and the de-registration certificate in case of annulment/revocation, to carry out the processes for the inquiry of property rights and the establishment and removal of encumbrances requested, and to carry out the processes in relation to transfer, assignment and sales of the registered aircraft by the owner and operator;
To carry out and to fulfill any such other duties to be assigned by the Director General.
