Airport and Terminal Operators
Our Directorate General is responsible for determining the criteria regarding the site selection for civil airports, landing and take-off areas for helicopters and naval-air facilities, as well as any kind of landing and take-off runways to be used in civil aviation, and for inspecting the practices. Accordingly, regulations regarding authorization of service providers to serve at airports are drawn up, and processes for authorization, licensing and certification of heliport operators and ground handling agents, as well as airport and terminal operators are carried out.| Aerodromes Department | ||

Heliport Operators
The organizations which are responsible for operation of heliports, the convenient fields enabling helicopters to land, take off and perform ground movements on complete or partial basis, and which are licensed by our Directorate General under the Regulation on Construction and Operation of Heliports.

Terminal Operators
Airport Terminal Operating License is issued by our Directorate General to real or legal persons, intending to operate terminal by means of build-operate-transfer model, leasing and such other means at the airports open to civil aviation transport, apart from the airport operators. Lifts, escalators and moving walkways, which are available within the terminal and non-commercial areas, and which are not of a commercial nature, are deemed to be integral sections of the terminal under the license to be granted to Terminal Operators.
In the event that any terminal operator, which has obtained Terminal Operating License, operates also the car park and the services falling under the scope thereof, it is not required therefor to obtain a further license for such services. However; in the event that such services are provided by any company other than the terminal operator, then, it is required for the concerned company to obtain a license.| Aerodromes Department |

Ground Handling Company
The organizations which are authorized in order to provide ground handling services in the below-given service types at the airports in accordance with the provisions of the Regulation on Airports Ground Handling Services (SHY-22), and which are licensed by our Directorate General.
