Mr. Bahri KESICI was born in 1956 in Kavak, a district of Samsun Province. He graduated from the Department of Electrical and Electronics Engineering of METU in 1981. After he studied and graduated as a military student from the Air Force Academy, he was assigned as an Aircraft Maintenance Engineer at Eskisehir 1st Air Supply and Maintenance Center, where plant-level and depot-level maintenance of fighter Jets are carried out, as an Aeronautical Engineer Lieutenant. He served as maintenance engineer for a period of 3 years at such station.

He was assigned as a manager at the Precision Measurement Equipment Laboratory for Calibration, which is situated at the above-mentioned center, and he served for a period of 5 years at such station. He accomplished that the laboratory was certificated by the USA within such period. Then, he was commissioned as an official responsible for the Avionics Systems Workshops, and maintained his duties for a period of 4 years. He has undergone the trainings for depot-level maintenance of significant systems in the USA within such period.

He was assigned as the Commander of the Precision Measurement Equipment Laboratory at the 4th Main Jet Base Command in 1993, and accomplished the certification of the laboratory.

He was assigned as a Technical Liaison Officer on behalf of the Ministry of National Defense in WPAFB / Ohio with the purpose of supporting the F-16 Aircraft manufacturing program between 1994 - 1996.

He served at the F-16 Program management department of the Ministry of National Defense between 1996 and 1997. He served at the Air Forces Command in respect of the CASA aircraft manufacturing project, Cougar Helicopter manufacturing Project, Tanker Aircraft supply project between 1997 - 2000. He retired at the rank of Senior Major at the beginning of 2000.

He served as an ISO 9001 and EU project consultant at the private sector between 2000 - 2003, and he served as a Business Development Manager at a private company manufacturing machinery.

He served as the Mayor of Kavak, a district of Samsun Province, between 2004 - 2009.

He was assigned as the Deputy Director General of Civil Aviation in 2009. He assumed duties at the realization of the projects of the Information Management System (automation) and Electronic Document Management System of the mentioned institution. He currently serves as the Deputy Director General, in charge of the Aerodromes Department, Aviation Security Department and Air Transport Department in addition to his duty as the Quality Representative of the Institution.
