3 December International Day of Persons with Disabilities or Reduced Mobility General Directorate of Civil Aviation provides services for passengers and personnel with disabilities or reduced mobility.

In our country, it has become important for passengers with disabilities or reduced mobility to prefer the airline in terms of convenience in civil air transportation. In this context, the “Non-disabled/Obstacle-free” Airport Project was initiated by our DGCA in July 2009 in order to evaluate the services offered to the passengers in question and to provide conveniences.

By the DGCA, the institutions that directly serve the passengers with disabilities or reduced mobility at the airports take the necessary measures in this regard, that these passengers are not victimized, and that all necessary conveniences are provided to the passengers regarding the services provided, and that these passengers can travel on equal terms with other passengers without any additional charge. The “Non-disabled /Obstacle-free” Airport Project has been put into practice.

After the relevant organizations operating at the airport fulfill the necessary requirements by DGCA, it is planned to name the airport as "Non-disabled/Obstacle-free " Airport. The issues of discounting the fees of permit documents such as authorization certificates, licenses and certificates given to these institutions and organizations were among the details of the Project.

The scope of the project, 75 enterprises, including airport operators, terminal operators, ground handling companies and airline companies, were given the title of "Non-disabled/Obstacle-free Airport Organization". As a result of national and international developments, our General Directorate continued to prepare for legislation within the framework of harmonization with the European Union, and the " Instruction Concerning Regulations About Rights Of Passanger With Disabilities And Reduced Mobility Traveling Via Air Transport" was published on 24/11/2015, the "Non-disabled/Obstacle-free Airport Project" was terminated and implementations were made compulsory together with the instruction has been brought.

Our General Directorate also ensures that all aviation personnel can continue their profession under certain conditions by performing a Medical Flight Test or Working Environment Evaluation in real and synthetic flights in order to maintain their licenses.

Finally, the works carried out in the service building of our General Directorate are as follows:

- 24 WC signs female Braille alphabet
- 1 handicapped WC and WC sign in Braille alphabet

- 24 emergency exit signs in Braille alphabet
- Construction, painting and signage of 3 disabled parking lots
- 1 wireless disability assistance unit
- 44 handrails routing
- Security personnel behavior training for 16 private security personnel
