Our country is a member to the International Civil Aviation Organization (ICAO), the European Civil Aviation Conference (ECAC) and the European Organization for the Safety of Air Navigation (EUROCONTROL). It takes part in many international and regional joint works. Turkey also carried out the active management duties at the organizations such as ECAC, EUROCONTROL, ICAO, JAA-TO, D8 Civil Aviation Committee, in 2012.

The number of bilateral air transport/services agreements, enabling the performance of mutual flights between the countries, increased to 157 from 141 upon execution of 16 new agreements in 2013. The number of agreements increased to 161 as of the first two quarters of 2014. The fact that the bilateral air transport/services agreements are revised, and that new agreements are executed enable our airline companies to operate more flights to more countries.

International Organizations to Which Our Country is a Member and Affiliated

International Civil Aviation Organization (ICAO)

Turkey was a member to ICAO in accordance with the Law, dated June 5, 1945 and numbered 4749. Currently, there are 191 members of ICAO, ensuring that international civil aviation is developed and maintained in a safe and ordinary manner throughout the world.

 

European Civil Aviation Conference (ECAC)

Established In 1955

It is the regional (European) organization of ICAO, and our country is one of the founding members thereof. The main function of ECAC  is to develop regulations in respect of the aviation security and to carry out security inspections in the member states. It is an organization with 44 members.

 

European North Atlantic Regional
Aviation Safety Group of ICAO

Established In 1947
Headquarters Paris

It is the regional office of ICAO, which supervises implementation of any and all resolutions, adopted by ICAO in relation to safety, in Europe. It has 57 members.

 

European Organization for the Safety of Air Navigation (EUROCONTROL)

Established In 1960
Headquarters Brussels

The primary purpose of European Organization for the Safety of Air Navigation is to develop the European air traffic management and safety. It has 40 members, including our country.

 

D8 States Civil Aviation Working Group

Established In 2007
Headquarters Istanbul

In 2007, our country was elected as the head of such group, for a period of five years, which was established with the purpose of developing the coordination and cooperation between the D8 States

 

JAA–TO (Joint Aviation Authorities – Training Organization)

JAA-TO is the sub-organization of ECAC, which was established with the purpose of satisfying the training need arising in order to ensure the European aviation safety. The respective 44 members are also members to this organization.

 

European Aviation Safety Agency (EASA)

Established In 2002

It is a civil aviation agency established by the member states of EASA and European Union. The purpose of this agency is to drawn up regulations in relation to any kind of aircraft, flights, manufacturing and audits, to check implementation thereof, and to ensure the flight and ground security.

Standardization inspections are being carried out in our country through the protocols executed by and between EASA and DGCA. EASA regulations prescribed by the civil aviation regulations are strictly followed in parallel with the EU harmonization policy.

The Twinning project has been initiated in respect of full compliance with EASA, and it is planned to execute full compliance agreement with EASA as a consequence of this project.

The personnel has been started to be assigned at EASA on provisional basis for a period of 2 years.

 

International Air Transport Association IATA

Established In 1945
Headquarters Canada / Montreal

It is an international commercial organization, to which airline companies and ground handling agents may become a member. IATA was established with the purpose of ensuring safe, secure, and economical air transportation. 

An understanding protocol was executed with IATA, and Secure Cargo project was initiated. This project will enable any cargo to be carried in a rapid manner by air without being subjected to the repetitive screening processes.

 

Airports Council International (ACI)

Established In 1991

The purpose of ACI is to represent the interests of the Airports as well as of the governments and international organizations, to develop the standards, policies and recommended practices at the airports, to increase the worldwide standards thereof, and to provide knowledge and training opportunities.

Cooperation development protocol was executed by and between DGCA and ACI.

Civil Aviation Negotiations

Our Directorate General continues to hold bilateral aviation negotiations, carried out by the same with the purpose of increasing the number of the international flights and adding new stations to the flight network, without slowing down.

Turkey, which broke the record upon execution of bilateral aviation agreements with the 16 new countries in 2013, and which increases the number of its bilateral aviation agreements, executed throughout the world, to 157, also gained the right of 220 additional frequencies to the available international flight stations through 22 agreements revised, last year.
In respect of bilateral aviation agreements, our Directorate General intends to execute bilateral aviation agreements with all of the 191 countries, which are member to the International Civil Aviation Organization (ICAO).

Our Directorate General significantly contributes to development of the social, economic and commercial relations of Turkey with any other countries, by adding the articles in relation to carrying out cooperation in the fields of cargo transportation, code-share, maintenance and training, to the agreements executed by the same, as well as by achieving Frequency increase ensured through new and revised agreements, determining the new flight stations, and performing multiple assignments.
