Take-off and Landing Areas on Water

Operations to be performed by any seaplane on any uncontrolled take off/landing on water take off/landing on water areas at seas and inland waters fall under the responsibility of the concerned captain pilot. In respect of the public swimming areas, take off/landing on water take off/landing on water may be performed so as to have a distance of minimum five hundred meters to such areas. A survey is carried out on the planned take off/landing on water take off/landing on water area, prior to take off/landing on water take off/landing on water , with the purpose of evaluating the maritime and inland traffic in order to ensure flight safety and security. This survey is conducted by performing at least one circle to take off/landing on water take off/landing on water .
Sea and inland water areas to be used for takeoff/landing on water take off/landing on water are determined in coordination with the operators and port directorates, by taking into account flight safety; and in respect of the inland waters with no port directorates, the same are determined in coordination with the General Directorate of Maritime Affairs and Inland Waters Regulation, and with the General Directorate of State Hydraulic Works in respect of the dams.

The operators complete the processes for the permits required for assignment of a water area, prior to submission of the request for the flight permit to the Directorate General.

The requests of the seaplane operators for using a water area as a permanent base, which is submitted to the Directorate General, are assessed as a consequence of the coordination to be established, for once only, with the Turkish General Staff, Ministry of Environment and Urban Planning, Ministry of Forestry and Water Affairs, Ministry of Agriculture and Livestock, General Directorate of Maritime Affairs and Inland Waters Regulation, Directorate General of State Airports Administration, Turkish National Police, Turkish Coast Guard Command, General Directorate of State Hydraulic Works, and the administrations subject to the Law on Foundation and Duties of the Directorate General of Water and Sewerage Administration, dated 20.11.1981, and numbered 2560, as well as with the concerned public institutions and organizations.

In case of any change, concerning the above mentioned organizations/institutions, in the areas, to which permit has been granted, then the Directorate General is informed about the matter. The Directorate General re-initiates the required coordination processes upon receipt of such information.

The coordinates specifying the marine area to be applied by the operators/companies are determined on the naval map of the relevant region, which is published by the Cruising Hydrography and Oceanography Department, and such coordinates are provided together with the WGS-84 Datum details of the map.

The allocated water areas have been designated only for the seaplane operator submitting application, but any other operators/companies may use such water areas provided that they obtain the required flight permit from the Directorate General.

Bosporus and Dardanelles, as well as all traffic separation regulations, anchorages and marine areas with heavy maritime traffic, available across Turkey, may not be used for take off/landing on water

A protocol is executed by and between the operator of the water area to be used as a permanent base and the ATC unit responsible control area, if any, in relation to the air traffic regulations and mutual responsibilities, and is sent to the Directorate General; and the flights are operated in accordance with the principles thereof.

In respect of take off/landing on water areas not required to be used as a permanent base, no protocol is required to be executed. Such kinds of take off/landing on water processes are carried out under the responsibility of the captain pilot in accordance with the regulations and principles provided in the Turkish AIP.
