Procedures for Permit to Fly (PtoF)

The procedures and principles for granting the Permit to fly to be issued in respect of the flight of aircraft, which fails to satisfy the applicable airworthiness requirements, or for which it is failed to be stated that the same has satisfied the relevant requirements, but which has the capability to operate safe flight under certain circumstances, have been set out through SHT-21 Instruction on Airworthiness and Environmental Certification of Aircraft and the Relevant Products, Parts and Instruments.
Permit to fly may be issued for the aircraft, which fails to satisfy the applicable airworthiness requirements, or for which it is failed to be stated that the same has satisfied the relevant requirements, but which has the capability to operate safe flight under certain circumstances, and which intend to achieve the following purposes.
  • Research and development, 
  • Proving the compliance with the regulations or certification specifications, 
  • Crew training regarding design organizations or manufacturing organizations, 
  • Performance of manufacturing flight test of the recently manufactured aircraft, 
  • Operating any aircraft undergoing manufacturing process between the manufacturing facilities, 
  • Operating the aircraft for customer acceptance,
  • Delivering or exporting the aircraft, 
  • Operating the aircraft for the Authority acceptance, 
  • Market research, including the training of the customer team, 
  • Exhibition or air show, 
  • Operating the aircraft to any location or storage area, where the aircraft will be reviewed in terms of maintenance or airworthiness, 
  • Operating the aircraft at the weight over than the certificated maximum take-off weight, in respect of the flight operated over water or land beyond the normal range in case of no sufficient facilities or fuel for landing, 
  • Any racing for setting a record, air racing or any similar racing, 
  • Operating the aircraft, which satisfies the applicable airworthiness requirements, before the same is deemed appropriate to the environmental requirements, 
  • Non-commercial flights of non-complicated individual aircraft, or any aircraft types, airworthiness certificate or restricted airworthiness certificate of which the Directorate General of Civil Aviation deems inappropriate, 
  • Flight operations of Unmanned Aerial Vehicles, maximum take-off mass/weight of which is between 4 kg and 150 kg.

Microlight Aircraft


Certificate of Special Flight Permit and Approval for Flight Conditions (Microlight Aircraft)

In respect of any aircraft, which are registered or are brought to be registered in the Turkish Civil Aircraft Registry, and which are excluded from the scope of SHY-M Regulation, SHT-21 Instruction Table-13 Sub-section P Article (a) (15) is as follows;
  • Non-commercial flights operated by non-complicated individual aircraft, or by any aircraft types, airworthiness certificate or restricted airworthiness certificate of which is not appropriate, (including the training flights to be operated within the scope of the category of the respective aircraft).


In accordance with the above mentioned Article; Special Flight Permit is granted to such kinds of aircraft, which do not have EASA, FAA, TCCA and ANAC Type Certificate, in a manner to be valid for a period of 1 year, in order to prove that such aircraft is airworthy under the special circumstances, in accordance with the requirements of Sub-section P of Table-13 of SHT-21 Instruction.

Documents Required During Application

  • The Letter of Application stating the location requested for performance of an audit in order to detect that the aircraft is airworthy under the special circumstances
  • Application Form for Approval of Flight Conditions – SHGM Form 37
  • Application Form for Certificate of Special Flight Permit – SHGM Form 21
  • Third Person Liability Insurance (Purpose-oriented and applicable)
  • Receipt of Service Fee

Ferry Test Flights

Certificate of Special Flight Permit and Approval for Flight Conditions (Test/Ferry Flights)
It is granted prior to the flights to be operated by any aircraft for the following purposes;

  1. Operating the aircraft for customer acceptance;
  2. Delivering or exporting the aircraft;
  3. Operating the aircraft for authority acceptance;
  4. Market research, including the training of the customer team;
  5. Operating the aircraft to any location or storage area, where the aircraft will be reviewed in terms of maintenance or airworthiness;

in order to prove that such aircraft is airworthy under the special circumstances, in accordance with the requirements of Sub-section P of Table-13 of SHT-21 Instruction.

In respect of test or technical flights of any aircraft bearing Turkish or International registration mark, which are non-planned, which are not performed due to any damage or deficiency, and which will be requested upon the periodical maintenance thereof or upon issuance of the Certificate of Release to Service (CRS), issued by the authorized maintenance organization, in order to fulfill the requirements specified under the relevant maintenance manual, Flight Information Center (FIC) division of the Directorate General of State Airports Authority (DGSAA) allows the test flight to be operated in compliance with the requirements available in the circular letter dated October 31 2012, without requiring the approval of the Office of Director General.

However; in the event that any aircraft fails to maintain its airworthiness status due to any unexpected damage or deficiency, then special flight permit is required to be obtained from our Directorate General.

Documents Required During Application

  • The Letter of Application stating the purpose, date and route of the flight to be operated
  • Application Form for Approval of Flight Conditions – SHGM Form 37
  • Application Form for Certificate of Special Flight Permit – SHGM Form 21
  • Details in relation to Flight Crew Members (Pilot License and Medical Certificate)
  • The written declaration of the technical personnel required to accompany the pilot during the flight, stating that such personnel is informed about operation of the flight under the special circumstances
  • Third Person Liability Insurance (Purpose-oriented and applicable)
  • Airworthiness Certificate for Exportation, or letter in relation thereto, in case of importation of aircraft
  • Type Certificate and TCDS (Type Certificate Data Sheet) in case of initial importation of the aircraft type
  • Commitment of Technician stating that it is appropriate to operate the Test and Ferry Flights
  • The latest Certificate of Release to Service (CRS) in the event that the aircraft has been released to service
  • AD/SB Life-Limited Parts and Maintenance Status, in the event that the aircraft has been used
  • Details and Documents Regarding Special Circumstances (Storage, Hard Landing, Accident, etc.), if any
  • Receipt of Service Fee
