Any and all operators, operating in civil aviation industry, have significant responsibilities in a variety of matters ranging from quality system to safety system, as well as from flight and ground operations to training and security as civil aviation is of a global concern. Within this context, recruitment of well-trained and sufficiently experienced professionals is highly important, and unlike the other industries, a process subject to the approval of the civil aviation authorities is followed in this process.
The qualifications and requirements for the post holders to serve at these fields have been set out in our national regulations drawn up in accordance with the international regulations. The processes for approval of any and all managerial personnel of the operators to operate in aviation industry are performed and carried out by our Directorate General.
Post holders for Flight operations, Ground Operations, Maintenance, Flight Training and Security, reporting directly to the accountable manager, as well as post holders for quality and safety system, who are competent to undertake the duty for monitoring that the entire organization is in a sound structure and maintained, must be assigned by the operators.
General Manager (Accountable Manager)
Civil aviation operators are obliged to establish an organizational structure and a quality and safety system, deemed sufficient by our Directorate General, and to maintain the same during its operations. General Manager refers to the person who is in charge of this system, and who is responsible for performance of all operations and maintenance activities, as well as for fulfilling of all standards set out under the regulations.

Post Holder for Quality System
Post Holder for Quality System must have a working experience of at least two years in quality, and of five years in civil aviation at airline operators; and the same must have a working experience of at least two years in quality at air taxi operators.

Post Holder for Safety Management System
Post Holder for Safety Management System to serve at airline operators must have a working experience of at least five years in civil aviation industry or safety management system. The persons who have a working experience of at least two years in the same fields are designated to serve at air taxi operators.

Post Holder for Flight Training

Post Holder for Security
Any Operator authorized by our Directorate General or any organization providing private security services at the airports assigns a Post Holder for Security directly reporting to the management of the operator (Chairman of the Board of Directors or General Manager), and establish a security structuring under the leadership of such post holder. Post Holder for Security is included to the organizational structure of the respective operator.
Aviation operators are required to employ a post-holder for security as long as they maintain their operations. Such post holder is accountable to the management of the respective operator and the competent authority for any and all practices to be performed. Furthermore, these post holders are assigned as reporting to the chairman of the board of directors/general manager, and attend the company meetings.
Requirements and documents required for approval of Post Holder for Security are as follows:
- Form-4 which has been completed and signed
- Documents proving that the concerned person has received the trainings specified under the Instruction on Civil Aviation Security Training and Certification (SHT-17.2)
- Employment Contract
- To have an experience of 3 years in the field of aviation security at civil aviation industry (In the event that the personnel of the Turkish Armed Forces and Turkish National Police have received the trainings provided in Annex-1 in aviation security, this requirement is not sought.)
- Curriculum vitae, drawn up in a manner to cover the contact info
- Copy of the identity card
- To satisfy the requirements provided in article 14 of the Instruction on All Airports Access Cards (SHT-17.1)
- Bank receipt proving that the fee has been paid in accordance with the Service Tariff of the DGCA
